Updates and changes you need to know for MPI stink bug regulations 2022/23
The 2022/23 Brown Marmorated Stink Bug Season (BMSB) commences on 1st September 2022. This season sees 38 countries targeted.
The Ministry For Primary Industries (MPI) will soon release regulations governing the treatment of Vehicles, Machinery and Parts, and Sea containers from all countries listed below.
The Following Countries below have been Categorised as Target Risk:
Shipments departing on or after 1st September 2022 will be targeted by MPI from the following countries.
All LCL import cargo from high-risk countries relating to vehicles, machinery, and parts (unless meeting exclusion criteria) will need to be treated OFFSHORE, ( effectively prior to shipment to NZ ), including Sea Containers.
If the container is from Italy, it must be treated offshore unless it meets the ‘sensitive cargo’ exemption, or is a fully enclosed Sea container sealed before 1st September and exported before 1st October, of the same year. Containers meeting this criteria are excluded from all BMSB management requirements, if evidence of container sealing is provided.
MPI will likely deny discharge of any untreated cargo (unless the cargo meets these conditions).
Container standard specifies that all containers ex Italy must be treated offshore by approved treatment providers (list of approved providers subject to change) unless the cargo is considered sensitive.
This list of sensitive cargo is also subject to change and you will still need to meet all other biosecurity requirements for the cargo and container.
