Australian Airfreight into New Zealand 100% PIECE LEVEL SCREENING

7/3/2019

To Our Valued Customers,

Please be advised due to ongoing security risk and regulations, the Australian Federal Government have introduced 100% piece level screening regulations which will be commencing 1st March 2019.

ALL Australian Airfreight export cargo must now be cleared by either of the following:

Option 1: Originate from a Known Consignor, OR

Option 2: Piece Level Screening (service provided by our depot)

Option 1: Originate from a Known Consignor

Suitable for regular exporters.

Allows you to maintain a streamlined logistics solution whilst avoiding screening delays and additional costs.

Known Consignors will be required to provide a Security Declaration for all shipments as well as the original, signed Security Declaration accompanying the freight. When delivered to an airline it will be accepted as “clear cargo”.

Details on how to become a “Known Consignor” can be found on below link.

https://www.homeaffairs.gov.au/about-us/our-portfolios/transport-security/air-cargo-and-aviation/air-cargo/known-consignor-scheme

Option 2: Piece Level Screening (service provided by our depot) If not a “Known Consignor” then 100% piece level screening will be required and service fees will be rendered.

How this will affect cut off times:

Depots arranging piece level screening for cargo will require cargo cut off time brought forward to allow additional time for this process.

Cargo cut-off will need to be checked at time of placing the booking to ensure sufficient time is allowed for goods to be screened in order to make the nominated flight. There are various factors in the process to be considered which may affect the time take for screening including; how the cargo is packed, size of cargo, number of units & commodities.

NOTE: There is an option for priority screening, which will allow for a standard cut off time of 3pm for next day departure.

Screening methods:

  • Primary screening: X-ray screening through a machine. Homogenous Cargo where each box within the consignment contains exactly the same item. Homogenous cargo may be screened as loose boxes or consolidated/ palletised, provided the pallet is small and is packed so each layer is stacked exactly the same as the layer below.
  • Non-Homogenous Cargo where each box within the consignment contains different items, or each box contains the same items made from different materials. Non-Homogenous Cargo must be unpacked to piece level for screening, then repacked once screening is successful. Additional costs apply for this.
  • Secondary screening: Explosive Trace Detection (ETD) screening. This will apply for Homogenous Cargo or Non-Homogenous Cargo that cannot be Primary Screened due to reasons such as, but not limited to:
    • Cargo is too large to fit in the X-ray screening machine
    • Not able to get a clear image from Primary Screening (could be due to cargo being too dense)
    • Cargo is sensitive to X-ray screening Additional costs apply for this.

Please note screening fees will differ for all shipments and can be checked at time of placing the booking. There are various factors which may affect pricing for screening including; how the cargo is packed, size of cargo, number of units & commodities.

We will continue to review processes and costs to ensure we are offering the best possible service and pricing.

These charges will be invoiced as a separate invoice line as incurred / disbursed on all AU Origin Airfreight shipments.

Screening Fees:

  • Standard Screening Fee: AUD $30 Min or AUD $0.23/ kg on chargeable weight
  • Pallet Repack Fee: AUD $45 Per pallet
(applicable to Non-Homogenous Cargo/ mixed goods pallet)
  • PRIORITY Screening Fee: AUD $85 Min or AUD $0.60/ kg on chargeable weight
